Rural Service Delivery

Objective
Voluntary Action South Lanarkshire is looking to award a fixed term contract for the delivery of a range of support services for community and voluntary sector organisations across rural South Lanarkshire. It is expected the contract will run for
9 months until 31 March 2011 with an anticipated start date of 5 July 2010. There is a total budget of £30,000 for this work and tenders will be assessed on a quality only basis.
Context
In order to establish a more effective support infrastructure for the community and voluntary sector across South Lanarkshire it has been agreed to create a new voluntary sector Interface organisation that will provide:
- Support to voluntary and community organisations operating in the area, both local and national that deliver services within South Lanarkshire
- Support to and promotion of volunteering
- Support and development of social enterprise
- A clear connection between community planning partnerships and the third sector
While the new organisation agrees it’s future operational structure and core service delivery, there is a short term gap in the provision of support services for community and voluntary organisations in rural South Lanarkshire. This contract will ensure that services are delivered to the rural community and voluntary sector until the Interface is ready to deliver these services direct.
The Contract
We are looking for bids that will provide a detailed project plan and timeline to ensure that support for rural community and voluntary organisations is in place. Areas of business will include:
- Capacity building
- Governance and training for Board and Committee members
- External funding support
- Business Planning
- Linkages to South Lanarkshire Rural Partnership objectives and structures
- Information and guidance on legislation – OSCR, Companies Law, etc
- Promotion of the new Interface arrangements
- Linkages to the South Lanarkshire Compact
It is essential that any bid demonstrates how the services delivered will meet the national Thrive & Connect Agenda for voluntary organisations. It is also essential that the successful bid will help to promote and establish the new Interface organisation in rural South Lanarkshire. This will result in the building of the capacity of the Interface to deliver from April 2011.
Methodology
The successful provider will be required to:
- Gather relevant background information on the new Interface
- Identify how the service will be promoted to rural community and voluntary sector organisations
- Identify how the contract will help to promote and establish the new Interface organisation in rural South Lanarkshire
- Provide regular performance reports to the Chief Executive Office on outputs and outcomes of the service
Project Management
The Interface Chief Executive Officer (CEO) will manage the project and act as the key point of contact for the appointed service provider. The CEO will provide all instructions related to the project and update the Board on the progress of the contract.
Format of the Proposal
The proposal should not exceed 15 A4 Pages (including Project work plan) and included details of the following:
- Company background and experience
- A nominated officer responsible for the delivery of the project
- Detailed Curricula Vitae and contact details of the delivery team
- Clear methodology on how the project will be delivered
- A proposed work programme and timetable for delivery of each aspect of the project
- A financial breakdown of the project identifying fees, outlays expenses, added value and VAT separately
- Details of the quality management systems used by the Company
